CUPCCAA Instructions
Notice is hereby given that the Romoland School District has elected to become subject to the California Uniform Public Construction Cost Accounting Act (CUPCCAA). The district invites all licensed contractors to apply for inclusion on the district's list of registered contractors for informal bids for all trades on construction projects. Registration is required to be eligible for award of ANY district public works project estimated to cost up to but not to exceed $200,000.
CUPCCAA is a useful tool for the district as it raises informal quote thresholds, simplifies the informal quote process for small projects, reduces advertising costs, expedites the bidding process, and increases the likelihood that the bids received will be from responsive, responsible contractors. CUPCCAA allows the district to have a less formal bid process, but with appropriate guidelines and checks and balances in place.
NOTE: The registration process is for the purpose of being notified of construction related bid opportunities according to your license classification. The registration process is not a prequalification process nor are they interchangeable.
CUPCCAA Bid Thresholds:
Section 22032 of the Public Contract Code is amended to read:

- Public projects of $60,000 or less may be performed by the employees of a public agency by force account, by negotiated contract, or by purchase order.
- Public projects of $200,000 or less may be let to contract by informal procedures as set forth in this article.
- Public projects of more than $200,000 shall, except as otherwise provided in this article, be let contract by formal bidding procedure.
Prequalification Process:
Prequalification applications for formally bid contracts require submission of a questionnaire, supporting documents, and financial statements. To become prequalified, contractors must follow the District's prequalification process viewable and downloadable by accessing the following link: Prequalification: Quality Bidders.
Section 20111.6 of the Public Contract Code is amended to read:

- Public projects $1 Million or greater must follow the prequalification process for the prime contractor, and if utilized, all electrical, mechanical, and plumbing subcontractors.
Additionally, pursuant to SB 854, no contractor or subcontractor may be listed on a bid or awarded a contract for public works project unless registered with the Department of Industrial Relations (DIR) per California Labor Code section 1725.5.
